For life cycle comparison of treatment technology options, the basis of design report shall include a description or analysis of:

1. (a) Capital, operation, and maintenance costs, including energy costs;
2. (b) Life cycle comparison over a 20-year planning period unless an alternative length planning period is justified;
3. (c) Discount rates, based on the discount rate set forth in Appendix C of OMB circular A-94 available at https://www.whitehouse.gov/wp-content/uploads/2023/12/CircularA-94AppendixC.pdf;
4. (d) Present worth analysis using total project cost including construction and non-construction costs;
5. (e) Average annual operation and maintenance costs over the life of the project, converted to present day dollars using a uniform series present worth calculation;
6. (f) Deductions of the present worth of the salvage value;
7. (g) Net present value calculations for each evaluated treatment technology option; and

8. (h) Non-economic factors such as social and environmental aspects, including, but not limited to:

   1. (1) Reliability;
   2. (2) Operational complexity;
   3. (3) Expandability; and
   4. (4) Sustainability.
