Manholes shall be located as follows:

1. (a) Manholes shall be installed at the end of each gravity sewer, force main, and pressure sewer, at all intersections, and at all changes in grade, size, or alignment; and

2. (b) For gravity sewers only, in establishing a maximum space between manholes, the engineer shall not exceed the distance that can be cleaned by the cleaning equipment the owner already has on hand or proposes to obtain. In no case shall the distance between manholes be greater than the distances shown below in Table 704-5:
