1. (a) Upon completion of any project for which financial assistance from the CWSRF has been provided, the recipient shall furnish to the department written notification of completion.

2. (b) Upon receipt of such notification, or upon project completion should notification not be furnished as required, and prior to the department approving the final loan disbursement, the department shall:

   1. (1) Conduct a final on-site inspection of the project with the recipient or the recipient’s designee; and
   2. (2) Review the recipient’s records relative to funds furnished to the recipient from the CWSRF.
