Following receipt of proposals, the recipient shall:

1. (a) Interview at least 3 of the responding listed engineers to discuss the details of the proposal and other information such as:

   1. (1) Experience with similar projects that have been successfully completed;
   2. (2) Current workload and availability of personnel to be assigned to the project;
   3. (3) References from clients with completed projects; and
   4. (4) Names of intended subcontractors for professional services, if any;
2. (b) Rate the listed engineers in order of preference based on their respective qualifications to undertake the work, and list the factors used in making the choices;

3. (c) Inform the department in writing of:

   1. (1) The name of the listed engineer selected by the recipient;
   2. (2) The names of the recipient’s second and third choices;
   3. (3) Details of the selected proposal; and
   4. (4) Estimated dates for project commencement and completion;

4. (d) Inform the selected listed engineer in writing of the final terms of the proposal and that:

   1. (1) The recipient has informed the department of the listed engineer’s selection by the recipient; and
   2. (2) The department will be reviewing the process by which the recipient selected the listed engineer to determine whether the requirements of Env-Wq 509 have been met;
5. (e) Send a copy of the notification required by (d), above, to the department;
6. (f) Negotiate the proposed fee and contract terms with the selected listed engineer, such terms to be consistent with Env-Wq 509.05; and
7. (g) Repeat steps (a) through (f), above, if the interviews with the rated listed engineers fail to result in the selection of a consulting engineer for the project.
