1. (a) Upon completion of a project, the department shall:

   1. (1) Prepare a supplemental loan agreement (SLA) to reflect actual project expenditures and to establish:

      1. a. The loan term selected by the recipient and the corresponding interest rate; and
      2. b. The loan repayment schedule based on the final project cost; and
   2. (2) Transmit the SLA to the recipient, who shall review and sign the SLA.
2. (b) Upon receipt of a signed SLA, the department shall sign the SLA and send a copy thereof to the recipient.
