A discharge request and permit shall not be required for a trial of a new technology provided that:

1. (a) The trial will not last longer than 4 months; and

2. (b) No discharge from the indirect discharger at which the trial is occurring is likely to cause a violation of:

   1. (1) The indirect discharger’s existing discharge permit from the municipality; or
   2. (2) Any requirements of the municipality’s sewer use ordinance or any other applicable state, federal, or local requirements.
