To qualify for certification, an applicant shall:

1. (a) Pass the written examination as provided in Env-Wq 304.12 or be granted reciprocity as specified in Env-Wq 304.19; and

2. (b) Meet the minimum operating experience and education requirements specified in Table 304.1, below, as explained in Env-Wq 304.07 and Env-Wq 304.08, respectively:
