“Materially or significantly affect project design” means a change that would:

1. (a) Alter the project’s performance standards;
2. (b) Alter the type of best management practice provided by the project;
3. (c) Delay or accelerate the project schedule by more than 10%; or
4. (d) Alter the design drawings and specifications, or the location, size, capacity, or quality of any major part of the project, such that amended plans and specifications are required for department approval under RSA 485-A:59, I(c)(2).
