1. (a) A governmental unit requesting alternative best management practices to those established in Env-Wq 2207.07(c) and (d) shall submit the following in writing to the department:

   1. (1) A description of the alternative practice that will be implemented for salt reduction purposes; and
   2. (2) A description of how the alternative practice will aid in salt reduction.

2. (b) Within 15 working days of the request, the department shall review the request and either:

   1. (1) Notify the governmental unit in writing that the request is approved and any conditions for the approval; or
   2. (2) Deny the request and specify in writing the reasons(s) for the denial.
