1. (a) Except for public water systems and agriculture water users, the following measurement methods shall be used to measure water use associated with pipeflow:

   1. (1) Flow meter(s) with a totalizer; or
   2. (2) A time totalizer, provided water use occurs at a constant flow rate.
2. (b) In the case of intermittent artesian wells, the meter shall be installed in a manner that will measure both pumped and flowing discharge.
3. (c) A public water system serving 1,000 people or fewer shall meter all withdrawals from each source in accordance with the applicable provisions of Env-Dw 405.
4. (d) Public water systems serving more than 1,000 people shall meter all withdrawals from individual sources in accordance with the applicable provisions of Env-Dw 402.

5. (e) All measuring devices shall be:

   1. (1) Installed in accordance with manufacturer specifications;
   2. (2) Calibrated and maintained in accordance with the specifications of the manufacturer; and
   3. (3) Operated and maintained to ensure that the flow can be measured within the accuracy requirements specified in Env-Wq 2102.11.
