1. (a) The department shall issue a written decision on the water conservation plan within 45 days of receipt of the plan.

2. (b) The department shall approve the water conservation plan if the department determines that:

   1. (1) The water conservation plan is complete and correct; and
   2. (2) The water conservation plan demonstrates that the applicable water conservation measures required by Env-Wq 2101.05 through Env-Wq 2101.22 are being or will be implemented in accordance with the specified timeframes.
3. (c) The department shall include in its approval such conditions as are required to ensure the water conservation plan is implemented as required.
4. (d) The department shall not approve the water conservation plan if the criteria specified in (b) above are not met.
5. (e) If the department does not approve the water conservation plan, the department shall specify the reason(s) in the notice sent pursuant to (a) above.
