The owner shall:

1. (a) Register and report water use to the department in accordance with Env-Wq 2102; and

2. (b) Install and maintain water meters as described below no later than the source activation date:

   1. (1) A water meter shall be installed for each water source; and

   2. (2) All water meters shall be selected, sized, installed, tested, and maintained in accordance with:

      1. a. The specifications of the manufacturer; and
      2. b. The procedures and protocols described in “Manual of Water Supply Practices, Water Meters – Selection, Installation, Testing, and Maintenance,” document identification number AWWA M6, American Water Works Association, 2012, available as noted in Appendix B.
