1. (a) The owner shall implement a rate structure and billing practices that promote water conservation, as specified in this section.

2. (b) The rate structure shall be based in whole or in part on:

   1. (1) A unit price of water; and
   2. (2) The amount of water used by each connection to the system.

3. (c) The unit price of water for residential connections shall:

   1. (1) Remain the same for any volume of water consumed; or
   2. (2) Increase with the volume of water consumed.
4. (d) If service meters are read at least quarterly, the owner shall bill customers not less than quarterly.
5. (e) Water bills shall state the total volume of water consumed in gallons for the billing period.
