1. (a) The owner shall implement pressure reduction.
2. (b) The owner shall address causes of pressure transients and water hammer.

3. (c) The pressure management measures specified in (a) and (b) above shall be implemented as applicable and when:

   1. (1) Technically feasible;
   2. (2) Consistent with water system industry standards and regulations; and
   3. (3) Consistent with other public health and safety considerations.
