Each application shall be scored on whether the project has documented support, as follows:

1. (a) To receive 3 points, a project shall be supported by 3 affected communities, groups, or organizations submitting a letter that:

   1. (1) Specifically identifies the proposed project; and
   2. (2) Is dated within one year prior to the grant application;

2. (b) To receive 2 points, a project shall be supported by 2 affected communities, groups, or organizations submitting a letter that:

   1. (1) Specifically identifies the proposed project; and
   2. (2) Is dated within one year prior to the grant application;

3. (c) To receive one point, a project shall be supported by one affected community, group, or organization submitting a letter that:

   1. (1) Specifically identifies the proposed project; and
   2. (2) Is dated within one year prior to the grant application; and
4. (d) A project that does not qualify for points under (1), (2), or (3), above, shall receive no points.
