The purpose of this part is to establish a procedure for determining alternative site-specific criteria in the following cases:

1. (a) For toxic substances not listed in Env-Wq 1703.21 through Env-Wq 1703.33;
2. (b) Where site-specific information is available and substantiates the use of different criteria; or
3. (c) Where new information that was not considered in the development of the criteria becomes available.
