“Agronomic rate” means the septage application rate that is designed to:

1. (a) Provide the amount of nitrogen, phosphorus, or other nutrient(s) needed by the agricultural crop or vegetation sufficient to prevent erosion;
2. (b) Minimize the amount of nitrogen that passes below the root zone of the agricultural crop or the vegetation to the groundwater or the amount of phosphorus that runs off to the surface water; and
3. (c) Increase the percent of organic matter in the top 6 inches of soil sufficient to establish a perennial vegetative cover.
