This chapter shall apply to any person proposing to undertake any of the following activities, whether as part of developing undeveloped land or redeveloping previously-developed land:

1. (a) Dredging, excavating, placing fill, mining, transporting forest products, or undertaking construction in or on the borders of surface waters of the state; or
2. (b) Significantly altering the characteristics of the terrain in such a manner as to impede the natural runoff or create an unnatural runoff.
