1. (a) “Historic”, for purposes of Env-Wq 1410.03(a) and Env-Wq 1410.05(b), means the time period from 1971 to the date of the application or such longer period as the applicant designates.
2. (b) “Applicant” means the entity that is eligible under RSA 483-B:12, I or IV to apply for, and that does apply for, an urbanized shoreland exemption.
