To be eligible for a grant under RSA 487:21, III for a project to prevent infestations of exotic aquatic weeds, the proposed project shall:

1. (a) Affect one or more surface waters of the state; and
2. (b) Address at least one of the exotic aquatic weed species identified in Env-Wq 1303.02.
