“Integrated pest management (IPM)” means an aquatic plant management approach that includes:

1. (a) Defining the problem or need;
2. (b) Identifying the desired exotic aquatic plant management goals;
3. (c) Making decisions based on site-specific information;
4. (d) Using ecosystem, watershed, and cost perspectives to determine long-term strategies;
5. (e) Developing a system of integrated exotic plant control methods, including mechanical-physical, biological, chemical, and cultural BMPs; and
6. (f) Quantitatively assessing the results of the control methods.
