These rules shall apply to:

1. (a) Individuals who live, work, and recreate on the surface waters of New Hampshire; and

2. (b) Persons who:

   1. (1) Own or manage places of business that offer the sale or other distribution of exotic aquatic weeds; or
   2. (2) Are responsible for or are otherwise interested in monitoring, maintaining, or investigating exotic aquatic weed-related water quality.
