“Full-time use” or “full-time occupancy” means that a structure:

1. (a) Is occupied for 9 or more months out of 12 consecutive months; or

2. (b) Meets all of the following criteria:

   1. (1) Has insulation;
   2. (2) Has a heating system;
   3. (3) Is served by a potable year-round water supply;
   4. (4) Has indoor plumbing and a wastewater disposal system that does not discharge untreated waste water directly to the ground, to surface waters, or to groundwater; and
   5. (5) Is served by a full-time power source.
