1. (a) The parties to an appeal of an administrative order shall be:

   1. (1) The person to whom the order was issued;
   2. (2) The department; and
   3. (3) Any person allowed by the council to intervene.

2. (b) The parties to an appeal of the denial of a permit application shall be:

   1. (1) The person who filed the permit application;
   2. (2) The department; and
   3. (3) Any person allowed by the council to intervene.

3. (c) The parties to an appeal of the issuance of a permit shall be:

   1. (1) The person who filed the appeal;
   2. (2) The department;
   3. (3) The permit holder, if not the appellant; and
   4. (4) Any person allowed by the council to intervene.
