1. (a) Any person may request the opportunity to present information to the council.
2. (b) If made in advance of a council meeting, the request shall be filed in writing in accordance with Env-WMC 203.09.
3. (c) If made at a council meeting, the request may be made in writing or orally on the record.

4. (d) The request shall include:

   1. (1) The name of the individual who wishes to present the information;
   2. (2) The name of the person represented by the individual, if any;
   3. (3) The subject of the information; and
   4. (4) The length of time needed to present the information.

5. (e) The council shall allow the individual to present the information if the council determines that:

   1. (1) The information does not relate to a matter that is the subject of a pending appeal or for which the time in which to file an appeal has not expired;
   2. (2) The information relates to a subject over which the council has statutory jurisdiction; and
   3. (3) Allowing the information to be presented will not unduly prolong or otherwise unreasonably interfere with the conduct of the meeting.
6. (f) If the council grants the request to provide information, the council shall inform the individual of the date and time at which the information can be presented.
