(b) The request shall be:

1. (1) In writing; and
2. (2) Filed in accordance with Env-WC 202.06(a).

(c) As specified in RSA 541-A:11, VII, the explanation shall include:

1. (1) A concise statement of the principal reasons for and against the adoption of the rule in its final form; and
2. (2) An explanation of why the council overruled the arguments and considerations against the rule.

(d) The explanation shall be issued within 30 days following the first council meeting after receipt of the request.
