1. (a) Any correspondence filed with the council other than correspondence relating to an appeal shall be filed by mailing or delivering the original to the following address:

2. (b) Any document required or allowed by these rules to be filed in conjunction with an appeal shall be filed by mailing or delivering the original and 20 copies of the document to the appeals clerk at the following address:

   Water Council

   Attn: Appeals Clerk

   c/o DES Legal Unit

   29 Hazen Drive

   P.O. Box 95

   Concord, NH 03302-0095

3. (c) The original and one copy of any document filed that relates to an appeal shall be printed only on one side of the page and not stapled or otherwise permanently bound. The remaining 19 copies of such documents may be double-sided and stapled.
4. (d) For purposes of this section, “filed by mailing or delivering in-hand” includes delivery by private delivery service but excludes submittals by telefacsimile (fax) or by electronic mail (e-mail).
