1. (a) Waste tires, if reused, shall be certified for distribution and use in accordance with Env-Sw 1500.

2. (b) Tires shall not be certified for distribution and use if distribution and use:

   1. (1) Constitutes a fire hazard;
   2. (2) Provides a habitat for breeding mosquito populations;
   3. (3) Constitutes a safety hazard;
   4. (4) Constitutes a nuisance; or
   5. (5) Violates any federal regulation or state rule.
