1. (a) The rules in this part specify the requirements for obtaining a standard permit.

2. (b) A standard permit shall apply to a facility which:

   1. (1) Is not permit-exempt pursuant to Env-Sw 302.03;
   2. (2) Is not eligible for a permit-by-notification pursuant to Env-Sw 407, Env-Sw 507, or Env-Sw 607;
   3. (3) Is not eligible for a research and development permit pursuant to Env-Sw 312;
   4. (4) Is not eligible for an emergency permit pursuant to Env-Sw 313;
   5. (5) If a temporary permit facility, it elects to continue operating following call of the temporary permit and is not a landfill; and
   6. (6) Does not elect to operate under a general permit pursuant to Env-Sw 308.
