The applicant or registrant for approval for any activity which is a potential contamination source in a groundwater protection area classified as GAA or GA-1 pursuant to RSA 485-C shall provide to the affected local entity as defined in RSA 485-C:2, X:

1. (a) A copy of the complete application or registration; and
2. (b) A notice of filing, in accordance with Env-Sw 303.05, that also contains a statement that the department shall suspend action on the application for 30 days following the filing to allow the municipality and local entity to submit written recommendations concerning the proposed project, as provided in RSA 485-C:14.
