Processed applicant status shall be effective from the date a complete application is filed with the department to the earliest date the applicant:

1. (a) Obtains principal operator status pursuant to Env-Sw 1608.01;
2. (b) Obtains assistant operator status pursuant to Env-Sw 1607.01; or
3. (c) Fails to attend and complete basic training as scheduled.
