The purpose of the rules in this chapter is to implement a solid waste facility operator training and certification program, pursuant to RSA 149-M:6, XIII and RSA 149-M:9, VI, to:

1. (a) Ensure that solid waste facility operators are aware of potential adverse environmental impacts of solid waste facility operations and the requirements that apply to such operations;
2. (b) Increase the likelihood that solid waste facilities are operated in accordance with applicable requirements; and
3. (c) Reduce the likelihood of accidents or other threats to the health and safety of individuals who work at a facility, volunteer at a facility, or use a facility.
