1. (a) Except as specified by (b) below, no person shall distribute or use a waste-derived product within New Hampshire unless the product is:

   1. (1) Certified for distribution and use in accordance with this chapter; and
   2. (2) Used in accordance with the provisions of the certification.
2. (b) A person distributing and using wood ash for agricultural land application shall comply with the requirements of Env-Sw 1700 instead of the requirements of (a) above.
