1. (a) The rules in this chapter shall apply to all facilities, except as provided by (b) below.

2. (b) The rules in this chapter shall not apply to a:

   1. (1) Permit-exempt facility;
   2. (2) Permit-by-notification facility;
   3. (3) Emergency permit facility;
   4. (4) Limited private non-landfill facility; or
   5. (5) Limited public non-landfill facility.
