Subject to Env-Sw 1307.04, grant awards for eligible costs that the municipality has paid through financing shall:

1. (a) Be paid by the department on a schedule that corresponds to the municipality’s payback schedule;
2. (b) Include 20% of the principal payment associated with the eligible costs; and
3. (c) Include 20% of the debt service payment associated with the eligible costs.
