“Design capacity” means the quantity of waste a facility is designed to manage, expressed as follows:

1. (a) For all facilities:

   1. (1) The maximum daily tonnage to be received at a facility;
   2. (2) The average weekly tonnage to be received at the facility during the quarter in which the most waste is anticipated to be received; and
   3. (3) The design storage capacity;
2. (b) For processing or treatment or transfer facilities, the rated through-put capacity of the equipment for processing of solid waste; and
3. (c) For landfills, the design volume.
