“Capacity needs” means the amount of facility capacity identified as necessary to accommodate the management of solid waste for:

1. (a) The state, as contained in the most recent version of the state solid waste plan required by RSA 149-M:6, VI; and
2. (b) A solid waste management district, as contained in the most recent version of that district's solid waste plan required by RSA 149-M:24, IV.
