“Actively manage” means to handle a waste or material, including waste-derived products and recyclable materials, in a controlled manner without causing:

1. (a) A nuisance;
2. (b) An adverse effect to the environment, public health and safety;
3. (c) Accumulations which have no identifiable destination or value; and
4. (d) A loss of material value in the market place due to material damage, degradation, or contamination.
