1. (a) Upon completion of the remedial action, the responsible party may request the department to issue a certificate of completion.

2. (b) The department shall issue the requested certificate of completion if:

   1. (1) All activities specified in the approved remedial action, with the exception of groundwater monitoring, have been completed;
   2. (2) The performance standards specified for the approved remedial action and the groundwater management permit have been achieved;
   3. (3) All monitoring requirements under the groundwater management permit are being met;
   4. (4) Any necessary activity and use restrictions have been implemented;
   5. (5) All penalty(ies) or fine(s) issued under RSA 146-A, RSA 146-C, RSA 147-A, and RSA 485-C have been paid;
   6. (6) All invoices associated with the department’s recoverable costs pursuant to RSA 146-A, RSA 146-C, RSA 147-A, RSA 147-B, and RSA 485-C have been paid; and
   7. (7) All fees and costs due under RSA 147-F have been paid.
