The purpose of this part is to:

1. (a) Prescribe the nature and extent of preliminary response actions that are required following a:

   1. (1) Discharge;
   2. (2) Potential discharge of a regulated contaminant based on an exceedance of the soil remediation standards;
   3. (3) Groundwater quality violation; or
   4. (4) Potential discharge based on the results of an indoor air quality assessment; and
2. (b) Prescribe standards and procedures for conducting emergency response actions, initial response actions, and initial site characterizations.
