The following shall be exempt from the notification requirements of Env-Or 604.02:

1. (a) The permittee and, if different, the owner of a facility with a groundwater release detection permit, provided the permittee reports as required by Env-Or 700;
2. (b) The owner of a public water supply, provided the groundwater quality violation is discovered through testing required by rules in subtitle Env-Dw and the person reports as required by Env-Dw 800; and
3. (c) The permittee and, if different, the owner of a facility with a groundwater discharge permit, provided the permittee reports as required by Env-Wq 402.
