The department shall inspect a cargo truck to determine whether the truck is leak tight and vapor tight either:

1. (a) Upon receipt of information that supports a reasonable conclusion that the truck might not be leak tight and vapor tight, including visual and olfactory information; or
2. (b) Pursuant to a routine inspection.
