The owner or operator of a gasoline storage tank having a capacity equal to or greater than 250 gallons shall:

1. (a) Record daily gasoline throughput volume;
2. (b) Maintain the records required by (a), above, for not less than 3 years; and
3. (c) Make such records available for inspection and copying upon written request by the department or the U.S. Environmental Protection Agency (EPA).
