“Heating oil” means oil, other than used oil, that is:

1. (a) No. 1, No. 2, No. 4-light, No. 4-heavy, No. 5-light, No. 5-heavy, or No. 6-technical grade of fuel oil;
2. (b) Any other residual fuel oil, such as Navy Special Fuel Oil or Bunker C oil; or
3. (c) Used as a substitute for any of the fuels listed in (a) or (b), above.
