1. (a) The owner of any location at which any oil-filled electrical equipment individually contains more than 660 gallons of oil shall:

   1. (1) Register with the department in accordance with Env-Or 304.01; and
   2. (2) Prepare and maintain a spill prevention control and countermeasure plan as specified in Env-Or 306.02.

2. (b) The owner of any location where any oil-filled electrical equipment that was installed on or after April 25, 1997 individually contains greater than 660 gallons of oil shall have:

   1. (1) An impermeable barrier in the soil beneath the oil-filled equipment;
   2. (2) A containment structure, such as a collection sump, that contains and then conveys all liquids to an oil-water separator for collection until treatment can occur;
   3. (3) Some other engineered solution that will prevent a release of oil from the equipment to surface waters or groundwater of the state; or
   4. (4) Operational controls sufficient to identify, manage, respond, and prevent a release of oil to the surface waters or groundwater of the state.
