Any person who stores recyclable materials used for precious metal recovery shall:

1. (a) Comply with:

   1. (1) The notification requirements of Env-Hw 702;
   2. (2) The manifest requirements of Env-Hw 703; and
   3. (3) For precious metals exported to or imported from other countries for recovery, 40 CFR 262 Subpart H and 40 CFR 265.12; and

2. (b) To document that the materials are not being accumulated speculatively, as determined under Env-Hw 807, maintain records of:

   1. (1) The amount of materials stored at the beginning of the calendar year;
   2. (2) The amount of materials generated or received during the calendar year; and
   3. (3) The amount of materials remaining at the end of the calendar year.
