1. (a) A transporter registration shall:

   1. (1) Not be transferable; and
   2. (2) Expire on the date specified on the registration.
2. (b) Upon a change in ownership or operational control of a transporter, the transporter registration shall not be transferred to the entity or individual gaining ownership or operational control.

3. (c) For purposes of (b), above, the following events shall constitute a change in ownership or operational control, as applicable:

   1. (1) For a partnership, a change in the majority of general partners;
   2. (2) For a corporation, a transfer of all corporate assets or of a majority of voting shares to a new individual or entity;
   3. (3) For other organizations, a transfer of the control of the organization to a new individual or entity; and
   4. (4) For an individual, transfer of control to another individual or entity.
