1. (a) A waste that exhibits the characteristic of reactivity shall be assigned the EPA hazardous waste number of D003.

2. (b) A waste shall be considered reactive if a representative sample has any of the following properties:

   1. (1) It is unstable and readily undergoes violent change without detonation under standard conditions of temperature and pressure;
   2. (2) It reacts violently with water or air;
   3. (3) It forms potentially explosive mixtures with water or air;
   4. (4) If mixed with water or exposed to air, it generates toxic gases, fumes, or vapors in a quantity sufficient to present a danger to human health or the environment;
   5. (5) It is a cyanide or sulfide-bearing waste that, when exposed to pH conditions between 2 and 12.5, can generate toxic gases, fumes, or vapors in a quantity sufficient to present a danger to human health or the environment;
   6. (6) It is capable of detonation or explosive reaction if it is subjected to an initiating force, or if heated in confinement;
   7. (7) It is capable of detonation or an explosive decomposition or reaction at standard temperature and pressure; or
   8. (8) It is a forbidden explosive as described in 49 CFR 173.54, or a division 1.1, 1.2, or 1.3 explosive as defined in 49 CFR 173.50 and described in 49 CFR 173.53.
