Prior to and during transportation, a used oil transporter shall ensure that each container holding used oil is:

1. (a) Clearly labeled or marked with:

   1. (1) The words “used oil”; and
   2. (2) All applicable US DOT required information as set forth in 49 CFR Part 172;
2. (b) Secured against movement within the vehicle if the container holding used oil is not a part of the vehicle; and
3. (c) Sealed to prevent releases.
