(a) A used oil generator, or the owner or operator of a household DIY used oil collection center, commercial used oil collection center, or used oil aggregation point, may burn used oil in a used oil-fired space heater provided that:
(5) The used oil generator, household DIY used oil collection center, commercial used oil collection center, or used oil aggregation point:
b. Complies with the applicable requirements of Env-A 1600 for fuel specifications and Env-A 2000 for fuel burning devices.

(c) A used oil generator, household DIY used oil collection center, commercial used oil collection center, or used oil aggregation point shall not be required to analyze used oil pursuant to (a)(4), above, if the used oil:
